Preparing for 'Active-Shooter' Scenarios Is Crucial to Saving Lives, Experts Say.

An assault by a heavily armed teen at an Oregon high school this week claimed the life of one victim, but investigators say that preparation for such an incident by officers, students and school staff played a critical role in preventing more deaths.

Law-enforcement officials last summer conducted training at the school, Reynolds High School in Troutdale, Ore., complete with student actors and paintball-like ammunition, said Troutdale Police Sgt. Carey Kaer. The 2,800-student school about 15 miles east of Portland also holds regular emergency lockdown drills, he noted.



"Everybody's training played a role in minimizing what occurred," Sgt. Kaer said.

Schools, malls and local police departments nationwide increasingly are preparing for what authorities call "active-shooter" scenarios, especially since the December 2012 Sandy Hook Elementary School shooting in Connecticut where 20-year-old Adam Lanza killed 20 children and six staff members, experts say.





About 350 U.S. law enforcement agencies are waiting to take part in an active-shooter training program at Texas State University near Austin, said Terry Nichols, assistant director of the program, called Advanced Law Enforcement Rapid Response Training, or Alerrt.

It is the largest backlog for the 12-year-old, government-funded group, which works with the Federal Bureau of Investigation and doesn't charge for its services, he said.

"It is sad in our society that we have to do this kind of training," Mr. Nichols said.




The Oregon high school incident occurred five days after a shooting at Seattle Pacific University in Washington left one student dead, and slightly more than two weeks after a May 23 killing spree near the University of California, Santa Barbara, claimed seven lives, including the perpetrator.

A study by Mr. Nichols and others published by the FBI noted an increase in what they termed active-shooter events between 2000 and 2012.

However, research by Northeastern University criminologist James Fox shows that the incidence of mass shootings, defined as four or more people killed by gunfire, has remained flat for more than three decades.

To be sure, several studies note that mass shootings account for a fraction of those murdered nationwide. Murder and nonnegligent manslaughter claimed nearly 15,000 lives in 2012, according to the FBI. Mr. Fox said mass shootings kill about 100 people every year.

Today, active-shooter training for police emphasizes quick response. Alerrt's courses provide tactical training for patrol officers, who are more likely be on the scene of a shooting before heavily-armed SWAT teams arrive, Mr. Nichols said.


At a police chiefs' conference last fall, U.S. Attorney General Eric Holder said authorities don't always "have the luxury of time to get their most highly trained, best-equipped officers" to the scene of such attacks.

"To save lives, the first officers to arrive must sometimes be the ones to directly engage an active shooter," Mr. Holder said.


The first police on the scene at the Reynolds High School shooting Tuesday were officers who are posted at the school, police said. They, and other officers who arrived later, confronted the student after he had fatally shot fellow freshman Emilio Hoffman, who was 14 years old.

After an exchange of gunfire, the suspect, Jared Michael Padgett, 15, shot himself, police said. Aside from an AR-15 semiautomatic rifle, he was armed with a semiautomatic handgun, and police recovered nine magazines containing hundreds of rounds of ammunition.




"Given the weapons and amount of ammunition that the shooter was carrying, the early notification and the initial law- enforcement response were critical," said Scott Anderson, chief of police in Troutdale.

This type of police response is reflective of a shift in tactics following the 1999 shooting at Columbine High School in Colorado where two teens killed 12 students and a teacher, experts say.




"Columbine was a game changer," Mr. Nichols said. "It taught us that we, as first responders, need to go in and solve problems inside instead of waiting for SWAT teams to arrive."

For schools, lockdown rehearsals have become this era's equivalent of the "duck-and-cover" drills of the Cold War period.

A 2013 U.S. Department of Education report on emergency response said that "to be prepared for an active-shooter incident, schools should train their staff, students and families."




There is, however, concern that such training, especially the more realistic simulations, can be traumatic—or result in students not taking the issue seriously.

Moreover, there is disagreement about how schools should respond to shootings or other threats. Some experts argue that schools should be locked down with students staying put, while others advise that an evacuation should occur as fast as possible.

In the recent shootings in Oregon and Washington, both campuses were locked down until the threat was determined to be neutralized.
