U.S. Citizens Voice Their Opinion About Pending Influx of Migrants










The Obama administration is bracing for a possible new influx of unaccompanied children and families from Central America as the government fights persistent but false rumors that there is a policy allowing them to stay.

 The Office of Refugee Resettlement at the Department of Health and Human Services has begun adding capacity to deal with a potential increase in migrants crossing the southern border in the coming months, according to Customs and Border Protection.

 New camps to house unaccompanied children are being set up as far away from the border as North Texas—with officials in two counties near Dallas saying that about 1,000 children are expected to arrive this week.

 The administration also is pressing for the legal authority to keep more families in detention pending deportation.





Though overall illegal border crossings remain at historic lows, a spike in both families and children crossing in the past few months has government officials concerned about a renewed migrant crisis.





During the summer of 2014, the government was forced to confront an unprecedented influx of unaccompanied minors crossing the border from Central America—with more than 10,000 children a month being caught at the peak of the crisis.

Illegal immigration was lower during the first part of 2015, but the trend reversed over the summer—spiking during the last four months in what is usually the quietest time of year.







The Obama administration has been monitoring these trends and coordinating among government agencies to ensure an effective response to any changes in migration flows, a Customs and Border Protection spokesperson said this week.








The majority of the illegal immigrants come from El Salvador, Guatemala or Honduras, fleeing political violence, bad economic conditions and drought in their home countries.







According to Border Patrol interviews conducted during this past summer, many illegal immigrants told authorities they believed the U.S. was allowing families to stay, speaking of “permisos” to remain in the country.






An internal Border Patrol report concerning the situation was obtained by Republicans on the House Judiciary Committee and first reported by the Associated Press in October.







“This internal Border Patrol document shows that the Obama administration’s lax immigration policies are the culprit for the ongoing surge at our borders,” said Judiciary Committee chairman Bob Goodlatte, (R., Va.).





“During recent interviews, the vast majority of the family units interviewed heard that if they came to the U.S. they would be able to stay.  And in fact, most of those interviewed stated that it was the U.S. government’s policies that influenced their decision to come to the U.S. in the first place,” he said.






The Border Patrol found that 68% of the illegal immigrants interviewed believed either that the U.S. was offering some form of asylum or amnesty. Federal agents found that 64% of the individuals interviewed believed that the U.S. was granting work permits to those who arrived as a family.








Part of the challenge is a recent change to U.S. immigration policy that makes it more difficult to detain families arriving with children.

A federal judge ruled this year that immigration officials must quickly release families with children from detention centers, saying that such an action violates a 1997 settlement not to hold children. The federal government has appealed that decision and is asking for an expedited hearing.






“Thing that’s driving it is that when children and family units arrive, generally they are permitted to stay while they’re in removal proceedings, said Marc Rosenblum, deputy director of nonpartisan Migration Policy Institute’s U.S. Immigration Policy Program. “That process typically takes a year or two—or longer.”

Mr. Rosenblum said migrant families are being freed and told to appear in federal court. “That looks a lot like a ‘permiso’ to them,” he said.

 Since 2014, however, fewer families have been granted permission to stay, with just 3% getting formal asylum or having deportation proceedings dropped. Another 29% have been ordered deported, while 68% of family cases are pending.








New numbers released by Customs and Border Protection Monday showed more than 12,000 individuals in “family units” were caught along the southern border in October and November—up sharply from about 4,500 during the same period last year.





The number of unaccompanied children caught during those months topped 10,000—up from 5,129 in the same period last year.

 Ultimately, many illegal immigrants from Central American will be ordered deported. Since the beginning of the 2014 migrant surge, 15% of unaccompanied children have received some sort of immigration relief, while 21% have been deported, according to the Migration Policy Institute. Another 64% of cases are pending in court.

The Border Patrol launched a radio, TV and print campaign over the summer in Mexico, El Salvador, Guatemala, and Honduras to discourage illegal crossings called “Know The Facts.”

 The Spanish-language campaign highlighted the dangers of immigration smuggling, the perils of the journey and noted that there were no “permisos” to remain in the U.S.
